<p>We got an "Issuance" from one of our more active advocates.   He was passing around an article, he received, and bemoaning the fact that "The Beltway Bandits" were hijacking all the federal government business before it could get out to the hinterlands.  We won't print the article, for a number of reasons.  But, mainly we don't do it because we don't want to "institutionalize" the thought.</p>
<p>So, we'll write what we wrote back:</p>
<blockquote><p><span style="color:#0000ff;">"Unfortunately, XXX has hit on a reality that we're just gonna have to get over.  We can cry about "The Beltway Bandits" getting all the work if we want.   The truth of the matter is not so much that they're LOCATED near D.C.  What they do is take advantage of that location to establish and capitalize on RELATIONSHIPS.<br />
</span></p>
<p><span style="color:#0000ff;">I got a copy of this memo not because of where I am located, but because of my relationship with XXX, and others on this list.  I got it because I am President of The National Association of Small Disadvantaged Businesses. XXX knows, but many of you on this mailer are probably not aware that NASDB is now located in Savannah, GA.<br />
</span></p>
<p><span style="color:#0000ff;">Though, Wyllene and I have been down here almost a year now, there are folk up in D.C. that think we're still there.  Part of this may be due to the fact that my cell phone still has a "301" area code.  Part of this may be due to the fact that I had at least half a dozen phone conversations with folk on The Hill, and in a couple of the big agencies just yesterday.  And, on Monday, I'll be hosting my usual Wilfong Hour, where folk from all over the country will be calling in to talk about "the problems of small business"<br />

<p><span style="color:#0000ff;">Strange as it may sound to some, "The Beltway Bandits" don't make our hit list.  The 80/20 ratio as to big/small business with the government does make that list.  So, my suggestion, get off the location issue and do your relationship establishment better.  Do your marketing by methods other than your having to stay in someone's face all the time.  Funny thing, I can just see  XXX with that "innocent" little look on his face.  But, I haven't SEEN him since five or six calls ago....<br />

<p>Three sneaker thieves were busted Monday night after they allegedly stole a dozen pair of Nikes from Famous Footwear near East Towne Mall, a theft compounded when police stopped the getaway car and discovered numerous items stolen less than an hour before from the Fitchburg Target store.<br />
Madison police said Davarius McDonald, 23, Jawon Clash, 26 and Arlena Lee, 19, were cited for retail theft following the incidents that happened shortly before 7 p.m. Monday.<br />
A witness to the Famous Footwear theft gave a description of the getaway vehicle, a Chevy Blazer, to police, who found the vehicle still in the East Towne area when stopped.<br />
Police found the sneakers in the Blazer, along with DVDs, cosmetics, clothes and an LCD television all taken from the Fitchburg Target.<br />
The Nikes were valued at $775 and the items taken from Target were valued at $1,360.</p></div>

<div><strong>CHESTER, Md. July 18 2008</strong> Police arrested a Stevensville woman for stealing money from her cash register at the Acme Markets grocery store in Chester.<br />
The Queen Anne's County Sheriff's Office say the grocery store requested a deputy to respond in reference to an employee theft on Saturday.<br />
Upon arrival police was met by the store director and a loss prevention officer who said they had an employee who had been stealing money from her cash register during her work shifts.<br />
According to investigators, the employee, Carol Sue Reinking, 48, had been seen on surveillance video processing a customer and then voiding the sale, keeping the money after the customer left.<br />
Police say this had happened on several occasions beginning in May thru mid-July. The register receipts and computer print outs verified the transactions, authorities say.<br />
According to police, Reinking said she had taken the money to assist a family member's medical expenses. Upon being placed under arrest, she denied still having any of the money, according to authorities.<br />
A search of her pocket book resulted in the seizure of several bundles of cash totaling $629. Store records indicated a loss of $8,278 during the time period under investigation. After processing, Reinking had a bail of $7,000 placed on her by a District Court Commissioner.</div>

I never thought much about cell phones as a significant component of executive protection but I came across this article at Forbes.com which made me reconsider how the right type of cell phone can really help executive protection and bodyguards.<br />
Forbes.com reviewed a 11 cell phones with various features that might make the difference during an emergency. Some of these phones have some features worth taking a closer look at from the executive protection perspective:<br />
Samsung and Asus offer phones with the ability to broadcast a text message to pre-set numbers in an emergency. Asus also offers the ability to send a GPS location with the emergency message.</div>
<div>MyRapidMD seems like a great device if you have a protectee with a pre-existing medical condition. It makes medical data readily accessible like recent surgeries.</div>
<div>InTouch offers the capability to locate emergency rooms which is always a concern with executive protection. Sony offers a cellphone with a built in GPS and flashlight. Useful features, since it might cut down the amount of kit we have to carry around on our waist.<br />
For the regular Joe or Jill who isn’t in the security protection field but is also concerned about personal protection, many regular cellular phones including phones offered by TMobile, AT&#38;T, Verizon and other cellular providers are often GPS capable now and for a few dollars extra each month.</div>
<div>One of the best phones that offer this service is the Nextel from Sprint. It is GPS equipped and can be pinpointed with accuracy on the tracking software that you can download to a computer. In a real emergency should you dial 911, your location can be instantly known.<br />
Regular cell phones can also track a cell phone when it is turned on but only to a certain area, not an exact address as is possible with the Nextel.<br />
Admittedly none of these devices are make or break for the success of an executive protection mission or bodyguard assignment or personal protection but they might facilitate a small part of it.</div>
<div>I think the real benefit in these phones is not for the protectors but the protectees. In fact I can see some of these cell phones as ideal for family members who aren’t protected but who might nevertheless find themselves in a harm’s way.<br />
It’s an added tool in the toolchest of security protection devices and equipment.</div>

<p>Talking about Iraq, Obama:</p>
<p>&#60;blockquote&#62;John McCain, who supported the war from the start, said we'd be greeted as liberators, has really focused on the tactical issues in Iraq. And the surge has no doubt reduced violence. And I think all Americans are thrilled by that.</p>
<p>But what George Bush and John McCain have missed consistently from the start of this process is the broader strategy.</p>
<p>You know, was it a wise thing to go in there and what are the costs and benefits of staying there indefinitely?</p>
<p>We're spending $10 billion a month there. We've spent $200 billion since the surge began. Meanwhile, the situation where -- you know, where the central front against terrorism should be taking place, in Afghanistan, the situation has deteriorated. And we had this brazen attack on a U.S. base where nine servicemen were killed.</p>
<p>And we've got to recognize that perpetuating the strategy that we have in Iraq is costing us elsewhere, not only in Afghanistan, but also investments that we could be making here at home. &#60;/blockquote&#62;</p>
<p>A) We were greeted as liberators.<br />
B) Be consistent and ask, what are the costs and benefits of the Afghanistan War?<br />
C) If you're going to ask a question and then answer it, please humbly answer it fully. You gave a detailed response to the costs of Iraq, where are the benefits?</p>
<p> </p>
<p>&#60;blockquote&#62;Imagine what we could have done with $200 billion invested in clean energy technology and figuring out how we're going to raise.&#60;/blockquote&#62;</p>
<p>I do not have to imagine, actually.  and it was as wasted as you think it has been wasted in Iraq. The world invested just over that amount; 200 billion dollars. It's expected to grow greatly over the next decades. But did new wind technology, more efficient or anything, come out of 2007, half way through 2008? Not that the American public knows about. And if it's simply about building wind plants, that's uterly stupid.</p>
<p>&#60;blockquote&#62;Where Senator McCain I think is confused is the difference between tactics and strategy. I am absolutely convinced that, strategically, it is time for us to bring this war to an end.&#60;/blockquote&#62;</p>
<p>The second sentence compares to Obama's January 10, 2007 statement, <em>"I am not persuaded that 20,000 additional troops in Iraq is going solve the secartarian violence and in fact I think it'll do the reverse."</em>  <br />
When he's not persuaded, he couldn't have been more wrong, but now he's absolutely convinced... Of course, what would be strategically best, will actually never come into light, as whether or not the world is better off without Saddam ruling Iraq.</p>
<p> </p>
<p>   In conclusion, Obama continues to politicize the Iraq War by over playing the negatives of any war while downplaying the success of the specific war, simultaneously treating the Afghanistan War with reality based outlooks, expressing what he thinks is best regardless of financial costs or strain on the military. And on energy, the economy, he continues the long used Democratic strategy of saying to do what's already being done by President Bush or by the country without government aid. That is, we're investing huge amounts of money into solar, wind, and even bio fuels; basically Obama says to through more money at it and this is not really a policy. He says about the part of the broken economy he actually has a solution for,<br />
&#60;blockquote&#62;And so much of this could have been prevented if we had had stronger oversight on the subprime lending market, if we had implemented some simple reforms around Fannie Mae and Freddie Mac, if we had had some serious efforts to curb predatory lending, a lot of these problems that we've seen could have been prevented.&#60;/blockquote&#62; <br />
I'd have to research it, but how many times over the last four years has Democratic Congressional official attempt to pass laws to prevent the current crisis? I know how many they passed since taking control of Congress in 2007; 0. A new kind of politician, change the way Washington works, thousands of words, zero action.</p>

<description><![CDATA[I&#8217;ve been watching YouTube postings about the war in Iraq. I am struck by how some of the vide]]></description>
<content:encoded><![CDATA[<p>I've been watching <a href="http://www.youtube.com">YouTube</a> postings about the war in <a href="http://www.youtube.com/watch?v=enm9Dhp79Vk&#38;feature=related">Iraq</a>. I am struck by how some of the videos look like video games and how some war footage is raw and how some is set to music. It is almost like it isn't real. And yet, at the same time, it is very real.</p>
<p>During the first <a href="http://www.indepthinfo.com/iraq/">Gulf War</a>, <a href="http://www.cnn.com">CNN</a> changed the way those of us "back home" saw the war. For the first time, cameras recorded the fighting, <a href="http://query.nytimes.com/gst/fullpage.html?res=9D0CE3DF113CF935A15751C0A967958260">scud attacks</a> and blood shed which often appeared on our television screen without the filter of an editor. The frightened voices of journalists sometimes accompanied that raw footage.</p>
<p>Now, the current Iraq conflict is brought into our living rooms -- or where ever our computer is set up -- through video clips captured by camcorders or cell phones and posted on YouTube. No editor or journalistic filter is required.</p>
<p>I found myself wondering–just who was filming and posting these videos? Were these soldiers entering combat with a camera and a weapon? Was the film from journalists or bystanders? Who edited and added music and graphics to some of the postings? And why did some of the YouTube videos have 300+ views and others thousands. Or, as the one I just watched, "US Marines In Iraq Real Footage Warning Graphic" had more than 3 million hits. 3,642,405 to be exact. Is this the new citizen journalism? <title><![CDATA[Pelosi Interview Exemplifies Partisanship and Failure]]></title>

<content:encoded><![CDATA[<p>Nancy Pelosi, the Speaker of the House of Representatives, did in an interview with CNN's Wolf Blitzer on July 17, 2008, what she always does: she brushed aside Wolf's fair assessments of her job leading the House of Representatives by quickly passing all blame to Republicans.  Speaking of initiatives to lower gas prices, she said:</p>
<p>Pelosi: "Well, we have passed, in the House of Representatives, every one of those initiatives.  They've run into a brick wall with the Republicans in the United States Senate, and with the President of the United States."</p>
<p>Wolf: "So it's all the fault of the Senate?"</p>
<p>Pelosi: "Yes, absolutely."</p>
<p>Wolf: "Simple as that?"</p>
<p>Pelosi: "Every single one of these bills passed the Congress of the United States.  The price of oil ... is attributed to oil men in the White House and their protectors in the United States Senate."</p>
<p><em>Apparently Mrs. Speaker doesn't understand that the Senate is a part of Congress.  So, if her simplistic blaming of the Senate is in fact true, she is wrong in saying that the bills passed through Congress.  One must wonder why the Speaker of the House does not even realize who's categorized as part of Congress.  Furthermore, if she so readily blames the Senate for failing to pass key legislation, then why is she not helping her House to rewrite the legislation in order to better please the Senate?  That's part of her job.  Her blaming the Senate doesn't even make sense since the Democrats are the majority with Pelosi's good friend Harry Reid at the helm.</em></p>
<p>Later in the interview, Pelosi went on to call President George W. Bush "a total failure."  She also argued that there is no need to open up more off-shore sites for oil drilling because, she claims, oil companies are passing up on 68,000,000 acres in the United States that are not being used.  <a href="http://www.factcheck.org" target="_blank">FactCheck.org</a>, an unbiased and truly objective website that has been steadfastly and unwaveringly fair in its assessments of what our politicians say and do, was quick to point out that Pelosi's comment is not true.  "More than 4,700 new holes are being drilled...", the website states.  The fact is, the House of Representatives, under her pitiful leadership, has approval ratings as low as those of President Bush.  What's more, she makes so many promises, and then when it's time to show results, Pelosi is neck-deep in failure and tries to shovel it off on the Republicans and President Bush.  The interview quoted above is the perfect example: it's not her poorly drafted legislation that's at fault, it's the conniving "oil men in the White House and their protectors in the United States Senate."  What happened to the promises she made for change, non-partisanship and results when she first took over as Speaker?  She spends so much time and effort blaming President Bush and his fellow Republicans, it's no wonder she hasn't accomplished anything.</p>

<title><![CDATA[The Democrats Don't Want Lieberman Anymore?]]></title>

<content:encoded><![CDATA[<p>There is now a rumor going around that Senator Joe Lieberman (I-CT-McCain) will be kicked out of the Democratic Caucus and lose his Chairmanship of the Homeland Security Committee.  He was given that position after he agreed to caucus with the Democrats in 2006, when they needed him to give them the lead.</p>
<p>Now, a website, <a href="http://www.liebermanmustgo.com" target="_blank">LiebermanMustGo.com</a>, is asking people to sign a petition for Lieberman to lose his chairmanship and be kicked out of the caucus after the November elections, when the Democrats are expected to pick up more seats, so they won't need him anymore.  The petition has now gathered over 48,000 signatures.  Robert Greenwald, who helped design the site, said, "Given that Lieberman is actively and aggressively attacking the candidate for presidency of his party, it seems pretty clear he should not be given any of the perks that come with being a member of the Democratic Party."</p>
<p>The whole thing started when Lieberman agreed to address the Republican National Convention in St. Paul, Minnesota.</p>
<p>Lieberman told reporters that he left the weekly lunch of the Senate Democrats on Tuesday when criticisms of McCain's energy policies came up, saying, "I just didn't feel it was appropriate for me to be there."  Senator Richard Durbin (D-IL) said that a Senator came up to him to complain about Lieberman.  Durbin told reporters, "It was the right thing to do.  This is a delicate situation."  Sorry, Mr. Durbin, but that's not being a very good party whip right there.  Good for Lieberman, bad for you and the party.</p>
<p>Asked about crossing a point of no return, Lieberman told reporters, "I don't have any line that I have in my mind.  If it happened, I'd know it when I saw it."  He, however, said that he doesn't expect to leave the Democratic caucus any time soon: "Senator Reid has been easy to work with.  I have a lot of good friends in the caucus, and I don't have any intention of doing that before the end of this session of Congress."</p>
<p>And Lieberman isn't worried about getting kicked out of his position, saying, "That decision is up to my colleagues in the Democratic caucus next year.  I'm going to do what I think is right now and not worry about what the political consequences may be for me.  I strongly support John McCain.  I believe in him, his strength, his principle, his effectiveness, so if he thought that I could help him by speaking at the Republican convention, I would do that.  And I would do it really not to go and attack anybody but to explain why I as a Democrat have crossed party lines to support John McCain and why I hope a lot of other Democrats and independents will do the same."</p>
<p>Lately, Lieberman has been critical of Barack Obama; on a CNN interview he called him "naïve" on Iran, and said, The fact that the spokesperson for Hamas would say they would welcome the election of Senator Obama really does raise the question, 'Why?'"</p>
<p>He criticized Obama's lack of a consistent stance on issues during a FOX interview, saying, "Senator Obama has really moved.  Since he clinched the nomination a month ago, he has altered and nuanced more big positions more quickly than I can remember any other presidential nominee."</p>
<p>Here are some reactions from Senators:</p>
<ul>
<li>Dianne Feinstein (D-CA): "I very much regret what he's doing, candidly, but there isn't anything I can do about it, and that's really all I want to say."</li>
<li>Chris Dodd (D-CT): "I think they're heading in the wrong direction.  And I see Joe as an ally on most matters and a person who's been supportive of Democrats here on most issues."</li>
<li>Susan Collins (R-ME) (Lieberman has donated to her campaign): "My hope is that he will not be punished for doing what he thinks is right."</li>
<li>Senate Majority Leader Harry Reid (D-NV): "Anytime we have a problem here, with the exception of Iraq, Joe Lieberman's with us.  So I wish people would leave him alone.  We'll get to next year when we get there."</li>
</ul>
<p>I say he should just stand up one day, give 'em the finger and move to the other side of the aisle.  That's some C-SPAN daytime drama for ya!</p>
<p>If I were him, I would not let them use me, just to kick me to the side of the road when they don't want me anymore.  Show them that they can't just use you and then dump you.</p>
<p>Now, I say all of this, but I should note that I disagree with Lieberman on most issues.  If McCain were to pick him as his VP (which Lieberman said he does not want, nor expect), it'd be stupid of McCain.  You don't pick a VP because you agree with them on one main issue.</p>
<p>I like Lieberman, but he's a liberal - but the Democrats would be stupid to do this to him.  It could come to haunt them.</p>

<p>The Queens-reared rapper has never been one to kowtow. Just last month, he referred to the Rev. Jesse Jackson as "the biggest player hater" and declared Jackson's time as a voice for black America over.</p>
<p>But in a recent CNN interview, Nasir Jones explained he didn't change the album's name to please the Rev. Al Sharpton and other black leaders. Rather, they were stealing his thunder.</p></blockquote>
<blockquote><p>"I don't think I liked the attention I was getting from some of the elders in my community," he said. "I saw it kind of leaning toward being about them ... only about them. I kind of wanted to just shake that off of me."</p></blockquote>

<p><!--endclickprintexclude-->"I'm older than the FBI," said 101-year old Walter Walsh, who fought the mob as an FBI agent in the 1930s and '40s. The FBI says Walsh is its oldest living former special agent.</p>
<p>Walsh is among the thousands of special agents who contributed to the investigations and arrests upon which the FBI legend was built. Walsh personally arrested Doc Barker, son of the infamous gangster Ma Barker. Walsh was wounded in the 1937 shootout that killed Al Brady, then the nation's most wanted criminal.</p>
<p>Today, Walsh said that he was happy to be able to attend the festivities and that he was flattered his service is still remembered.</p>
<p>Among other guests at the party honoring a "Century of Fidelity, Bravery, and Integrity" were the three living former <a class="cnnInlineTopic" href="http://topics.edition.cnn.com/topics/Federal_Bureau_of_Investigation"><span style="color:#004276;">FBI</span></a> directors, William Webster, William Sessions and Louis Freeh. Plaques of appreciation were presented to the three men who had led the FBI through a long and sometimes troubled transition from the J. Edgar Hoover era to a modern intelligence agency largely aimed at spies, terrorists and international <a class="cnnInlineTopic" href="http://topics.edition.cnn.com/topics/Crime"><span style="color:#004276;">criminal</span></a> networks.</p>
<p>FBI Director Robert Mueller recounted to the gathered throng at the National Building Museum in Washington how the bureau's missions had changed over the decades. This was not an occasion to dwell on the controversies and failures that have blemished the FBI's reputation.</p>

<p>"J. Edgar Hoover would have been proud," Mueller said.</p>
<p>Attorney General Michael Mukasey, who was made an honorary special agent, echoed the sentiment as he heaped praise on the FBI's storied history.</p>
<p>"You and your cases are the stuff of Hollywood legend," Mukasey said. "You have inspired generations of children who have grown up dreaming of joining your ranks."</p>
<p>But Mukasey noted that the bureau had not been viewed so promisingly in its infancy. Six months after its creation, then-Attorney General Charles Bonaparte made only a brief reference to his new band of special agents.</p>
<p>"The consequences of the innovation have been, on the whole, moderately satisfactory," Bonaparte wrote.</p>
<p class="cnnInline">The snickers changed to applause as Mukasey then declared that in a century the FBI "had gone from 'moderately satisfactory' to absolutely extraordinary."</p>

For the past 20 years, Jeff Williams has gotten a lot of practice tearing off his badge-clad blues only to pull on bunker gear as he tears up the path from the Owensboro Police Department to the Masonville Fire Department.<br />
But sometimes he gets caught in transition.<br />
"Heck, I've driven the truck still wearing my OPD shirt," admitted Williams.<br />
Lights, sirens and service have become a way of life for Williams, who is one of the only local officials to make the transition between the two services with the ease of unclipping his police radio from his belt and replacing it with a pager.<br />
And while there is an unspoken rivalry between police and fire departments and between paid and unpaid fire units, Williams said his experience has taught him the best of both worlds.<br />
"I can see both sides, I've seen the side when people are glad to see you show up and I've seen the side when they say 'oh no, why are they here,' " Williams said. "But you get a sense of satisfaction either way you get there. I take care of my job the way it's supposed to be done."<br />
Some days the officer turns off his blue lights for the day only to have red lights flash across his captain's helmet minutes later. For Williams, both sets of lights have left lasting impressions.<br />
"Anytime you have the ability to save someone's life, that's something you remember," he said.<br />
And Williams has saved a lot of lives -- just flip through the extensive pages of his "police" and "fire" scrapbooks.<br />
Since starting at OPD in 1989, Williams has been recognized three times by the governor for making the most DUI arrests in Kentucky. Between serving on the emergency response team and as a fire investigator, Williams also caught the spotlight for hopping in the bed of a truck to catch a fleeing stalking suspect.<br />
"This woman came to the police department and said, 'He's trying to hit me,' " Williams recalled of his 1993 chase. "... He ran into a car with me watching and then backed up going the wrong way on Fourth Street and came at me."<br />
Williams leaped in the bed of the truck, reached around the passenger window and choked the driver until the vehicle came to a stop.<br />
"I just did it," Williams said. "I was determined to get him, especially after he tried to get away."<br />
His co-workers say that story hardly flashes a light to his determination and commitment to his job.<br />
"Jeff is always into something because he takes the initiative (and) never stops policing proactively," Marian Cosgrove, spokeswoman for the department, said. "He's always looking. Even on night shift, when there's 80 percent down time and 20 percent excitement, he's out looking for DUIs and trying to find a burglary in progress."<br />
Cosgrove said during her time working with Williams on the street, she learned how to stay patient and listen even when people can become difficult.<br />
"The community really respects Jeff because with him, it's not all black and white," she said. "He considers all the angles and considers the best possible outcome for the community, the suspect and officer safety. Sometimes that means taking someone to jail but often times he finds a better resolution."<br />
Williams started volunteering at the fire department in 1986 and while moving up the ladder in rank and working for Daviess County Emergency Management Service as an EMT, met some of the police officers who encouraged him to become a "brother in blue."<br />
Now serving as captain for the fire department, Williams said he actually enjoys fighting fires a little more than putting out fires with the police department.<br />
"It's all the excitement and adrenaline that gets your blood flowing," he said. "The lights and sirens getting there and getting done what you need to do to get the job done ... I can't sit behind a desk. I like to be out, I like being in the middle of everything ... we're running into a building where everyone else is running out."<br />
Williams cruises the city streets on night shift and said he feels bad when he is too exhausted to answer a fire call that may come out just hours after he falls asleep in the mornings. And while he sometimes fights exhaustion with as much vengeance as a fire, he said the support of his family and friends keeps him serving and protecting.<br />
"Doing what we do, you don't make a lot of money," he said. "But it gives you the ability to protect those that can't protect themselves."</div>

<div><strong>Rochester NY July 18 2008</strong><br />
Two Rochester women are facing felony charges after a short foot chase and car accident that stemmed from a shoplifting incident Tuesday night at The Mall at Greece Ridge Center.<br />
Ruby A. Rosado, 25, of Barberry Terrace and Ninoshca M. Figueroa, 20, of Mohawk Street are accused of shoplifting from the Macy's store at the mall, running to a vehicle and tearing out of the parking lot to West Ridge Road about 7:45 p.m., said Greece Police Officer Jim Leary.<br />
The vehicle nearly ran over three people in the mall parking lot, including a Greece police officer who attempted to stop the women, Leary said.Rosado is accused of driving east on West Ridge Road and crashing into a vehicle stopped at a traffic light near the entrance ramp to the southbound lanes of Route 390, Leary said.<br />
Rosado and Figueroa, who suffered minor injuries in the crash, left the vehicle and fled on foot. They were apprehended a short time later by Greece police, Leary said.<br />
No one else was injured in the incident, he said.The women were each charged with six counts of first-degree reckless endangerment and one count of third-degree robbery, both felonies; resisting arrest, a misdemeanor; and petit larceny, Leary said.<br />
Rosado also was charged with aggravated unlicensed operation of a vehicle, leaving the scene of a personal injury accident and reckless driving.Both women were taken to Unity Hospital in Greece, where they were treated and released.<br />
Rosado and Figueroa were arraigned Wednesday in Greece Town Court and were remanded to the Monroe County Jail. Rosado was being held on $15,000 cash bail or $30,000 bond; Figueroa was being held on $2,000 cash bail or $4,000 bond, according to Greece court records.<br />
Rosado is scheduled to return to court at 9 p.m. Friday for a preliminary hearing. Figueroa is to appear at 11 a.m. today, according to court records.</div>

</strong>Nuclear plants like Three Mile Island may place armed guards at their front gates if they want to, but federal regulators now say that they won't demand it.<br />
That's one of the recommendations being sent to the commissioners of the U.S. Nuclear Regulatory Commission in a 540-page document that addresses ways to improve the security of the nation's 64 commercial nuclear plants.<br />
<a name="more"></a>The guard recommendation was denounced by the watchdog group Three Mile Island Alert, which asked the NRC to require it nearly seven years ago.<br />
The NRC's regulatory style is too lenient for national security standards, said Scott Portzline, a security consultant to TMI-Alert, and primary author of the petition.<br />
The NRC report takes away some of the required physical and electronic security requirements for the nuclear plants and eases certain training requirements according to Ben Hern, a security expert.</div>

<div><strong><a href="http://www.privateofficer.com/">http://www.privateofficer.com/</a> </strong>Four suspects were quickly taken into custody after Sonitrol Pacific detected suspicious activity inside a school July 5 and alerted the school district security officers to respond to the activated alarm.</div>
<div>A Sonitrol Pacific sound analyst received the initial impact-activated signal from the school and used real-time audio to determine the nature of the activity.</div>
<div>The operator heard banging noises and dispatched the school district’s guard service.</div>
<div>While the security officers were en route to the school, the Sonitrol Pacific security system continued to relay alarms.</div>
<div>The information was being relay to the security officers in real time so that when they arrived at the school they knew exactly what activity was taking place and how many possible burglary suspects were on the property.<br />
When school security officers arrived at the school they were able to immediately take four individuals into custody.</div>
<div>The security officers found a broken window, a two by four, orange juice and some crackers.Since 1978, Sonitrol Pacific has assisted law enforcement officials in the apprehension of more than 4,930 suspects in the Pacific Northwest according to a news release by the company. The company provides intrusion detection, access control, security cameras and fire monitoring for schools and businesses. Sonitrol Pacific, a Sound Security, Inc. company, celebrates its 30-year anniversary this summer.<br />
The apprehension was a great example of how layered security which included the electronic monitoring of the alarms and the physical response of security personnel better protects property, saves lives and leads to more apprehensions.</div>

Two shoplifting suspects at Natick Collection evaded mall security and led three law enforcement agencies on a chase through two towns before being caught.<br />
Police received a call Wednesday at 7:31 p.m. about two shoplifters at Nordstrom who fled the mall after assaulting a store security officer, said police Lt. Brian Grassey.<br />
Tony Boyse Jackson, 28, of 46 Deer Meadow Road, Bloomfield, Conn., and his sister Ebony Theresa Jackson, 26, of 132 Smith Drive, East Hartford, Conn., face multiple charges.<br />
"They were momentarily detained by (store security), but they took exception to this," Grassey said.<br />
Tony Jackson punched the security officer a number of times, and Ebony Jackson kicked him, police said. The security officer had scratches and cuts from the assault, Grassey said.<br />
As they left the mall, Tony Jackson pushed a mall security officer near Lord &#38; Taylor when the officer tried to stop them, Grassey said.<br />
After leaving the mall, police said, Tony Jackson ran across Rte. 9 to Sherwood Plaza. Ebony Jackson, meanwhile, got into a black Acura and began to leave the mall parking lot, where she was chased by an officer in a car. Another officer, on foot, stepped in front of her to try to make her stop.<br />
"Officer (Beth) Heffler said the female (driver) looked straight at her, the vehicle accelerated, and the vehicle drove toward her - she steered toward her," Grassey said. "The officer had to get out of the way, and the car sped past at a distance of less than an arm's length."<br />
When she left the mall, Ebony Jackson made a U-turn on Rte. 9, against the light, and turned into the Dick's Sporting Goods parking lot. An officer drove toward her, and Jackson drove off, making an exit over the grass to get onto Speen Street.<br />
From there Ebony Jackson led police down Hartford Street and to Bishop Street in Framingham before police broke off the pursuit.<br />
"Because of the heavy population in the area, the officer didn't want to force the suspect to operate in a berserk manner," Grassey said.<br />
The Acura was seen a short time later on Boden Lane in Natick and then West Central Street heading back into Framingham. It then went to Rte. 9, where Grassey said it was seen going 80 miles per hour.<br />
Ebony Jackson drove to Oak Street and then Bacon Street, where police lost contact again, they said. A caller reported a car on Stillwater Circle, Grassey said, which is a dead-end street.<br />
"Officers found the vehicle parked at 10 Stillwater Circle, and she was still inside asserting innocence," Grassey said. "She said, 'I didn't (expletive) do anything.' "<br />
Police used a baton to break the car window when Jackson refused to get out, Grassey said, and she was screaming and squirming when officers removed her.<br />
Ebony Jackson faces charges of larceny of items worth more than $250; conspiracy; assault and battery with a dangerous weapon - a shod foot; assault with dangerous weapon - a vehicle; reckless driving; negligent driving; failing to stop for police; speeding; marked lanes violation; failing to obey a sign at an intersection; resisting arrest; receiving stolen property worth less than $250; and carrying a dangerous weapon - a 2-foot club, Grassey said.<br />
Meanwhile, police received a report of a man running through the industrial park behind Sherwood Plaza. Callers reported seeing a man acting suspiciously, Grassey said, and ducking behind cars when police cars rolled past.<br />
"We were fortunate that people were helping us and giving us information about what was going on," Grassey said.<br />
Natick Police were joined by two Wellesley officers and a state trooper with a search dog.<br />
One of the callers said they saw the suspect near St. Linus Church on Hartford Street. Wellesley Detective Bob Gallagher found Tony Jackson lying in shrubs in a side yard on Porter Road, Grassey said. Jackson was taken into custody without much resistance.<br />
Tony Jackson faces charges of larceny of items worth more than $250, conspiracy, and two counts of assault and battery, Grassey said.<br />
Each of the suspects was held on $15,000 bail, Grassey said.</div>

</strong>A 20-year-old Pine Bluff man allegedly took a pair of sunglasses from a store at The Pines mall, then ran and rammed his car into a mall security vehicle while attempting to escape Tuesday afternoon.<br />
Kaylon Pace will have to post a $10,000 bond to be released from the county detention center while prosecutors consider felony charges against him.</div>
<div>At a court hearing Wednesday, special judge Donald Warren Sr., set Pace’s bond after ruling prosecutors had probable cause to charge Pace with robbery, aggravated assault, theft of property, and fleeing.</div>
<div>Reading from an affidavit from Detective David DeFoor, Deputy Prosecutor Rik Ramsey said mall security was notified by an employee of Romancing the Stone that a man, later identified as Pace, had put a pair of sunglasses in his pocket and left without paying for them.</div>
<div>Ramsey said Pace ran to the parking lot where a mall security officer reported seeing Pace reach into his pants, and considered that as a threat so the security officer struck Pace with the door of his vehicle, knocking him to the ground.<br />
Quoting from the affidavit, Ramsey said Pace got up and ran to his vehicle, and when the security officer parked behind Pace’s vehicle in an attempt to keep him from leaving, Pace “put his vehicle in reverse and backed up, hitting the mall security vehicle,” Ramsey said, adding that Pace was arrested when other officers arrived on the parking lot.Pace told the court he would hire his own attorney.</div>

<p>WASHINGTON, D.C. -  The Government Accountability Office (GAO) today released an extensive review of the Historically Underutilized Business Zone (HUBZone) program. Their findings point to extensive fraud in the eight-billion dollar initiative. "You have to wonder about a system that lets individuals self-qualify for a program of this size.  It doesn't take a genius to recognize the incredible potential for malfeasance."  That's what Chairwoman Nydia M. Velázquez (D-NY) said after hearing GAO's testimony before the <a href="http://www.house.gov/smbiz">House Committee on Small Business</a>. </p>
<p>The HUBZone initiative is meant to help disadvantaged communities by granting preferential contracts to small businesses in specific areas of the country.  GAO's lead investigators told the Congressional panel they had found countless instances of abuse by non-qualifying firms.  Members also heard from representatives of the Bush Administration-which has <a href="http://www.whitehouse.gov/omb/legislative/sap/110-1/hr3867sap-r.pdf">spoken out against stronger accountability</a> in the HUBZone application and certification process.</p>
<p>"Small businesses deserve a fair share of the federal marketplace, but fraudulent HUBZone applicants are shutting out firms that play by the rules," said Chairwoman Velázquez. "Last year, we passed robust legislation to end these violations, but the Senate has yet to act on our bill and President Bush opposed it aggressively."</p>
<p>H.R. 3867, the <a href="http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=110_cong_bills&#38;docid=f:h3867ih.txt.pdf">Small Business Contracting Program Improvements Act</a>, calls for on-site visits and other proven means of confirming compliance with HUBZone guidelines.  GAO found the Small Business Administration (SBA)-which is charged with managing the HUBZone program-is doing almost nothing to verify the information of applicants.  Investigators also said they had extensive evidence of individuals who misrepresent the locations of their companies, knowing the agency will not question them about their applications. </p>
<p>"It's tougher to get a library card than it is to get into the HUBZone program. All you need is a bit of Wite-out.  It's absolutely shameful," said Chairwoman Velázquez.</p>
<p>The <a href="http://www.house.gov/smbiz/hearings/hearing-07-16-08-HUBZones/hearingwitnesses.html">GAO reviews unveiled at today's hearing</a>, were requested by the Committee late last year.  They offer a full audit of the HUBZone program and delve into ten randomly-selected firms in the DC metropolitan area.  Many of these companies had set up "virtual offices" or rented mailboxes in poor communities with the sole purpose of gaining a mailing address within HUBZone boundaries.  All ten failed GAO's site inspections, and have been referred to the Inspector General for corrective action.  Investigators also set up four bogus firms to test SBA's application process.  One of the businesses was listed as occupying a local Starbucks; another a major sports arena.  Others simply had P.O. Box addresses.  Each time, the applications were certified as HUBZone eligible by the SBA-with little or no questions asked.</p>
<p>"It's time the Bush Administration stops pretending fraud isn't rampant in this program. The American people know better," said Chairwoman Velázquez.  "The problems with the HUBZone initiative must be fixed immediately. Tax-payers, and the small businesses that drive our economy, deserve no less."</p>
